Who Can Legally Roof in KY

In Kentucky, a person can start roofing homes without passing a state exam or holding a state roofing license. A licensing bill has been filed but has not passed. Local rules cover part of the gap. The City of Florence requires an occupational license of businesses working inside the city, and Boone County says contractors may need one too: "Projects lasting more than three days or valued at over $5,000 typically require one."

That license is a local business registration, not a skill test. Treat it as one line on a checklist you run yourself; no agency, and not this site, has checked anyone for you.

  • Proof of insurance. A current general liability certificate, plus workers' comp if the roofer has employees.
  • The local license. The roofer's Florence or Boone County occupational license.
  • An itemized contract. Tear-off, materials, flashing, cleanup, any decking allowance and payments, each on its own line.
  • Warranties in writing. A written labor warranty, and a plan for registering the manufacturer warranty.
  • A local address and references. An address you can find and recent customers you can call.
  • The permit question. Whether the job needs one, and who files it.
  • HOA sign-off. If your neighborhood has an active HOA, color and material approval before work starts.
  • Decking photos. Pictures of the bare wood once the old roof is off, to back up any added charge.

What the Deductible Law Says

When insurance money pays for the roof, KRS 367.628 sets firm limits. A roofer can't offer to pay, waive or rebate any part of your deductible as a way to win the job. It can't give you anything worth more than $100, whether that's a gift card, a credit, a coupon or a so-called referral fee. A roofer can't act as your public adjuster. It also can't advertise itself as the person who handles insurance claims for you.

Kentucky's definition of a contractor in KRS 367.620 reaches anyone who directly or indirectly solicits insurance-paid property work. A referral site fits that wording, so this one offers you nothing of value and stays out of your claim. A roofer can document damage and write an estimate; the claim itself is worked out between you and your insurance company.

When You Can Cancel

Kentucky gives you an exit if the insurer says no. Once you get written notice that all or part of the claim is not a covered loss, you can cancel the insurance-paid roofing contract. Your window stays open through the fifth business day after that notice arrives and closes at midnight (KRS 367.622). Under KRS 367.626, the roofer can't require any advance payment before that window ends, and money you already paid must come back within 10 days of a cancellation.

A separate federal rule covers deals made on your doorstep. If you sign a contract at your door, you usually have until midnight of the third business day to cancel it.

On September 14, 2008, the remnants of Hurricane Ike pushed a 74 mph gust across CVG airport in Boone County, according to the National Weather Service. After a declared emergency, KRS 367.379 lets the Attorney General require roofers working in the area to register, and it bars in-person soliciting there for 90 days unless the owner asked first. Ads, phone calls and online contact remain allowed.

Insurance Discounts for Stronger Roofs

Some insurers give a premium credit for impact-rated shingles or a wind-resistant roof. Each company writes its own terms, so ask your agent before you pick materials and find out what proof it wants. Kentucky has no state grant for roof replacement, so treat any pitch that promises one with care.

Permits Near Florence

Kentucky leaves building permits to local governments (KRS 198B.060), so the office you call depends on where the house sits. Florence, home to about 34,000 people (2025 Census estimate), sends home permits to the county.

Boone County says permits are needed for "any project that changes the structure, size or safety of your home." No official county page says whether a plain tear-off and re-shingle falls under that. Before the tear-off, call the Boone County Building Department at (859) 334-2218 and ask whether your job needs a permit; if it does, settle who files it. Work on decking or rafters is the kind of change that usually brings a permit into play.

In Kenton County cities served by PDS, PDS says ordinary re-roofing with no sheathing or structural members repaired or replaced needs no permit; decking or framing work does. That rule covers PDS cities only. Erlanger and Independence have published no re-roof rule, so call them.

If your home is in the Burlington Historic District, listed on the National Register in 1979, ask the county before changing roof materials.

Not one worth more than $100. On insurance-paid work, Kentucky caps anything of value a roofer hands the homeowner, and the cap covers credits and coupons as well as cards. This site gives homeowners nothing in any amount, since the same law treats a referral service like a contractor.
